Due to the long history of Skagit PUD’s water systems, evolving regulations and practices related to cross-connection control, and changes to uses on a given property over time, the PUD may require an existing customer to install backflow preventers where they did not exist in the past. This requirement may be unexpected to the customer and can result in unanticipated costs.

Application Process

Skagit PUD’s incentive program was established to provide financial assistance to customers that voluntarily install backflow preventers at an existing water service location.

Existing customers that require cross-connection control for premises isolation — Double Check Valve Assembly (DCVA) or Reduced Pressure Backflow Assembly (RPBA) — would be eligible unless the following applied:

  • Customers requesting to upsize an existing water
  • Customers with premises requiring new backflow protection for more than the initial 90-day

Skagit PUD will consider applications on a first-come, first-served basis. Funding is limited. Application approval would be effective for six (6) months from the date of approval notification to project completion (installation and testing). The customer must supply a conceptual design or sketch of the proposed installation with the application.

Financial Assistance

Skagit PUD will provide a lump-sum reimbursement to the customer upon successful installation, successful testing of the new backflow prevention assembly, and submittal of required cost documentation. Reimbursed costs must be associated with the basic scope of backflow prevention assembly installation depicted on PUD standard details, excluding surface restoration, electrical components, and non-contracted labor expenses.

Reimbursements will be made in accordance with the following table.
