Gilligan WatershedSkagit PUD provides drinking water to a large portion of Skagit County. Source water for the Judy Reservoir System is diverted from the Skagit River and four streams originating in central Skagit County's Cultus Mountains.

The PUD has diverted water from the Cultus Mountains since 1939. An area of approximately 5,840 acres drains into the stream diversion sites and has been designated by the PUD as the Cultus Mountain Watershed.

Watershed Management Plans

The Cultus Mountain Watershed Management Plan describes the watershed and identifies circumstances that may affect water quality. Skagit PUDs watershed control measures are detailed, and their effectiveness is examined to determine opportunities for improved watershed control.

The Skagit River Watershed Control Program represents a cooperative effort by the city of Anacortes and Skagit PUD to create a Watershed Control Program under state law to minimize the risk of contamination of the Skagit River affecting drinking water supplies and public health.
